Towing Officer
This section contains official references to help you find information on training requirements and the U.S. Coast Guard Checklists that detail the requirements for the issue of documents or licenses. Additionally, it outlines the courses offered at MITAGS that satisfy these requirements.
 
Domestic and Near Coastal Voyages
Each officer on domestic or near coastal voyages (within 200 miles from shore) must hold a valid Master or Master of Towing Vessels License. They may also hold an inspected License for vessels over 200 GRT with a completed Towing Officer Assessment Record (TOAR).
 
Ocean, International, and over 300GRT Voyages
Each officer on ocean voyages (beyond 200 miles from shore), international voyages, or on a towing vessel over 300 GRT must hold a license authorinzing service on inspected vessels of the appropriate tonnage. Additionally, they must also posses a valid STCW-95 Certificate as per NVIC 04-01, Enclosure (1) and NMC Policy Letter 09-02.
 
Therefore, towing officers in this category must complete the training and assessments described in NMC Policy 01-02 (see AB to Mate Courses). They must also complete the asssessments detailed in the TOAR that are specific to towing vessels.
 
Important Note
After successful completion of the above-referenced items, the individual must still pass the U.S Coast Guard examination to be issued the applicable License and STCW-95 Certificate.

Assessments
NVIC 04-01 lists 77 assessments that must be completed in accordance with the Towing Officer Assessment Record (TOAR). For reference, an assessment is defined as a practical demonstration of skill that shows an individual can perform a task or duty to an acceptable standard. Assessments may be completed onboard a vessel, in a simulator, or as part of an approved training program.
